PR Cycle Time — pickup / review / merge stages per repo, median across the most recent merged PRs.
Sprint Velocity — committed vs delivered per cycle (Linear cycles, Jira sprints, or rolling weekly fall-back when neither exposes cycle metadata).
Investment Allocation — completed work split by feature / bug / tech-debt / infrastructure.
